APPLICANT REQUESTS THAT:
1. The following corrections be made to his DD Form 214,
Certificate of Release or Discharge from Active Duty.
a. Item 11, Primary Specialty, be amended to include
3P051A, Military Working Dog Handler.
b. Item 12f, Foreign Service, be corrected to include
Foreign Service time. (Administratively Corrected)
c. Item 14, Military Education, be amended to include
Military Working Dog Handlers Course. (Administratively
Corrected)
APPLICANT CONTENDS THAT:
He completed the Military Working Dog Handler course and worked
as a dog handler while he was on active duty. .
In support of his request, the applicant provides copies of
travel orders/vouchers, Military Working Dog Handlers Course
certificate, Student Report Card, Enlisted Performance Reports
(EPR), Verification of Military Experience and Training (VMET)
and various other documents associated with her request.
The applicants complete submission, with attachments, is at
Exhibit A.
STATEMENT OF FACTS:
The DD Form 214, Certificate of Release or Discharge from Active
Duty, issued in conjunction with his 28 September 2013 permanent
disability retirement, reflects no foreign service.
In a letter, dated 20 December 2013, AFPC/DPAPP advised the
applicant they determined he had boots-on-the-ground at Camp
Bucca, Iraq from 18 December 2007 to 15 June 2008, for 6 months
and 9 days foreign service and that his records would be
administratively corrected. They further advised the applicant
that specific locations are not annotated on a members DD Form
214, so he could use their letter as proof of boots-on-ground
in Iraq.
In a letter, dated 9 January 2014, AFPC/DPSIT advised the
applicant they were able to verify the omission of his
additional training information and that his records would be
administratively corrected.
AIR FORCE EVALUATION:
AFPC/DPSIC recommends granting the applicants request to amend
his DD Form 214, Item 11, Primary Specialty. This item
currently reflects 3P051, Security Forces, 6 years and 1
month. To add his period of service in Air Force Specialty
Code (AFSC) 3P051A, Security Forces Journeyman Military Working
Dog Handler, his current service in AFSC 3P051 must be decreased
by 2 years and 1 month of service in AFSC 3P051A. Therefore,
his period of service in AFSC 3P051, Security Forces Journeyman
should reflect 4 years and 10 months and his period of service
in AFSC 3P051A, 2 years and 1 month.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:
DPSICs recommendation is based on the information from his
VMET, which does not display the correct amount of time that he
worked as a dog handler. The Board can review his Military
Working Dog Handler's Certificate, dated 8 January 2010.
Immediately after graduation he was assigned back to Hill AFB
and worked at the kennels. He also includes 3 months of signed
records from himself and the kennel master from January 2010 to
March 2010 showing he performed the duties of a 3P051A starting
from that point until he was medically retired from active duty.
This is approximately 3 years and 5 or 6 months of time spent
holding the 3P051A specialty vice the 2 years and 1 month DPSIC
found on his VMET.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We agree
with the opinion and recommendation of the Air Force Office of
Primary Responsibility (OPR) that the applicants DD Form
214 should be amended to include AFSC 3P051A. However, while
the OPR recommends his period of service in that AFSC should be
changed to reflect 2 years and 1 month, we disagree. After
reviewing the applicants training records, Military Working Dog
Handler's Certificate, EPRs and VMET, we find it is reasonable
to conclude, based on a preponderance of evidence, that he
served in AFSC 3P051A for a period of 3 years and 1 month.
Accordingly, we recommend his records be corrected as set forth
below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that the DD
Form 214, Certificate of Release or Discharge from Active Duty,
issued in conjunction with his 28 September 2013 permanent
disability retirement, be amended in Item 11, Primary Specialty,
to reflect 3P051, Security Forces, 3 years and 10 months;
3P051A, Security Forces Journeyman Military Working Dog Handler,
3 years and 1 month, rather than 3P051, Security Forces,
6 years and 11 months.
